How Idaho funds schools
The support-unit funding formula
Idaho funds schools through an attendance-based formula: a district’s average daily attendance is converted into “support units” (Idaho Code §33-1002), which drive a salary-based apportionment paying instructional, pupil-service, administrative and classified staff, with teachers paid on the state Career Ladder. For FY2026 a support unit is worth roughly $154,000. A shift from attendance to enrollment-based funding has been debated but not adopted.
Statewide, Idaho public schools draw about 71.9% of revenue from the state, 20.6% local and 7.4% federal (NEA, Rankings & Estimates 2026). Current figures are published by the Idaho State Department of Education.
