How Hawaii funds schools

The Weighted Student Formula

Hawaii is the only statewide single school district in the country, fully state-funded, and distributes money to individual schools through the Weighted Student Formula: a base amount plus per-pupil funding weighted up for students who are economically disadvantaged, English learners, gifted or transient (special education is funded separately). The weights are reviewed periodically by the Committee on Weights, most recently for 2026–27 and 2027–28.

Statewide, Hawaii public schools draw about 91.4% of revenue from the state, 0.9% local and 7.7% federal (NEA, Rankings & Estimates 2026). Current figures are published by the Hawaii State Department of Education.
