Funding

How Delaware funds schools

Delaware funds schools through a position-based unit-count system: a district’s state-funded staff positions are set each year from its September 30 enrollment and student mix, and every student generates the same base per-pupil amount — a model used by only a handful of states. A hybrid, partly weighted overhaul adding “opportunity funding” for low-income and multilingual students was proposed in 2026 (Senate Bill 302), with full implementation targeted for 2027–28, pending passage.

District-level per-pupil spending and the local/state/federal revenue split for Capital School District are published in the federal school-finance files — see the full-data links below for the current figures.
