How Delaware funds schools
The unit-count funding system
Delaware funds schools through a position-based unit-count system: a district’s state-funded staff positions are set each year from its September 30 enrollment and student mix, and every student generates the same base per-pupil amount — a model used by only a handful of states. A hybrid, partly weighted overhaul adding “opportunity funding” for low-income and multilingual students was proposed in 2026 (Senate Bill 302), with full implementation targeted for 2027–28, pending passage.
Statewide, Delaware public schools draw about 64.1% of revenue from the state, 30.5% local and 5.5% federal (NEA, Rankings & Estimates 2026). Current figures are published by the Delaware Department of Education.
