How Wyoming funds schools
The Education Resource Block Grant Model
Wyoming funds districts through the Wyoming Education Resource Block Grant Model, a cost-based model born of the Campbell County school-finance rulings: it computes a recommended amount per district from staffing, salary and materials components, delivered as a block grant, and equalizes statewide through recapture so local property wealth above the guarantee is redistributed. The model is recalibrated periodically, and its adequacy remains the subject of 2025–26 litigation.
Statewide, Wyoming public schools draw about 45.8% of revenue from the state, 44.1% local and 10.1% federal (NEA, Rankings & Estimates 2026). Current figures are published by the Wyoming Department of Education.
