West Virginia funds its county school systems through the Public School Support Program, a foundation program that computes each county’s basic need largely from allowances for professional educators and service personnel earned per net enrollment (set as position ratios by county density group), plus transportation, operations and administrative allowances. A required local share from the regular property levy is deducted and the state funds the remainder. All 55 districts are county-based — one district per county.
