Funding

How Virginia funds schools

Virginia funds districts through the constitutionally mandated Standards of Quality (SOQ), which prescribe the minimum staffing, programs and support costs per student the state will help fund; each division’s state-versus-local share is then set by its Local Composite Index, a measure of local ability to pay from property value, income and retail sales. A 2023 JLARC review found the formula underfunds schools, and the state has since functionally eliminated the recession-era cap on recognized support staff, adding about $222.9 million in FY2026.

District-level per-pupil spending and the local/state/federal revenue split for Smyth County Public Schools are published in the federal school-finance files — see the full-data links below for the current figures.

Accountability

Report card & state results

Virginia publishes School Quality Profiles for every school and division, and in 2024–25 adopted a new School Performance and Support Framework of multi-indicator performance and support designations covering achievement, readiness, program completion, safety and teacher quality. Accreditation

Accreditation status

Virginia accredits its public schools itself through the Standards of Accreditation (8VAC20-131), administered by the Department of Education under the Board of Education, rather than a private accreditor. See the Virginia Department of Education for a district’s accreditation status.
