Funding

How Virginia funds schools

Virginia funds districts through the constitutionally mandated Standards of Quality (SOQ), which prescribe the minimum staffing, programs and support costs per student the state will help fund; each division’s state-versus-local share is then set by its Local Composite Index, a measure of local ability to pay from property value, income and retail sales. A 2023 JLARC review found the formula underfunds schools, and the state has since functionally eliminated the recession-era cap on recognized support staff, adding about $222.9 million in FY2026.
