Vermont funds public schools through a single statewide Education Fund, financed largely by a statewide education property tax, with students counted using pupil weights (for poverty, English learners and small or rural schools) updated by Act 127 and now phasing in. Act 73 (2025) is a multi-year overhaul moving the state toward a state-set foundation formula and large-scale district consolidation; it is enacted and phasing in, with new district maps to be drawn in the 2026 session.
