How Texas funds schools

Texas funds districts through the Foundation School Program, combining state aid and local property taxes. It starts from a Basic Allotment per student in average daily attendance — $6,215 for 2025–26 after HB 2 (2025) raised it from $6,160 — then adds weighted allotments for compensatory, bilingual, special-education, career-and-technical and other needs. Property-wealthy districts return excess local revenue to the state through recapture (“Robin Hood”) for redistribution.
