Funding

How South Carolina funds schools

South Carolina funds districts through State Aid to Classrooms (SAC), which folded the old Education Finance Act and Education Improvement Act money into one weighted model. Rather than a flat base student cost, SAC funds a district’s weighted student count against the statewide average teacher cost (about $75,891, roughly $6,776 per pupil), adding weights for poverty, English learners and disability, with each district’s state-versus-local share set by its Index of Taxpaying Ability.
