Funding

How Oklahoma funds schools

Oklahoma distributes state aid through the State Aid Funding Formula, built on Weighted Average Daily Membership: raw enrollment is adjusted by grade-level weights and by pupil-category weights for special education, gifted, bilingual and economically disadvantaged students, plus small-school and isolation factors. The result is then reduced by chargeable local revenue (property tax, the county 4-mill levy, motor-vehicle and gross-production collections), so state dollars flow inversely to local wealth.
