Ohio funds districts through the Fair School Funding Plan (the Cupp-Patterson plan), which builds a base cost per pupil from real inputs — staffing ratios, salaries, building operations and special education — then splits the cost between state and local shares using a capacity measure that weighs property valuation (60%) and resident income (40%).
