North Dakota funds districts through an integrated per-student formula (NDCC ch. 15.1-27): a legislatively set base per-student payment — about $11,293 per pupil for 2025–26 after a 2% increase — is multiplied by weighted student units for district size and program need, then the district’s local share (60 mills plus most in-lieu revenue) is deducted and the state pays the remainder.
