How New York funds schools

New York distributes most operating aid through Foundation Aid, which starts from a per-pupil Foundation Amount, adjusts it by a Regional Cost Index and a Pupil Need Index (weighting poverty, English-learner status and sparsity), then subtracts each district’s Expected Local Contribution from property and income wealth — so high-need, low-wealth districts receive proportionally more. Foundation Aid reached full funding for the first time in 2024–25, at about $24.9 billion.
