How New Mexico funds schools

New Mexico funds districts through the Public School Finance Act and its State Equalization Guarantee (SEG): the Legislature sets one statewide appropriation, divided by the total of weighted program units to produce a single unit value — $6,553.75 per unit for 2024–25 — that every district is paid against. Units are weighted by grade and by at-risk, bilingual and special-education need, and local operational property-tax capacity is credited against the state share, so this is an equalized, largely state-funded system. The Martinez-Yazzie sufficiency ruling continues to drive increases in at-risk funding.
