How Michigan funds schools

Under Proposal A (1994), Michigan funds districts through a per-pupil Foundation Allowance combining state aid and local non-homestead property tax; the 2025–26 target allowance is $10,050 per pupil. On the weighted side, At-Risk (Section 31a) funding now uses an annual “opportunity index” that scores each district by its share of economically disadvantaged students, with the 2025–26 appropriation at $1.3 billion.
