Funding

How Maryland funds schools

Maryland funds schools through a weighted-student foundation formula now governed by the Blueprint for Maryland’s Future (2021), a ten-year overhaul phasing in through 2033 with a rising per-pupil foundation (about $8,642 in 2023–24, scheduled to reach $12,365 by 2032–33) and added weights for special education, multilingual learners, concentration of poverty and prekindergarten. A 2025 law adjusted parts of the phase-in.
