How Louisiana funds schools

Louisiana funds its parish and city school systems through the Minimum Foundation Program (MFP), a formula the Board of Elementary and Secondary Education develops each year (the Legislature may approve or reject it but not amend it): a base per-pupil cost (held at $4,015) distributed with added weights for at-risk students, special education, career and technical education and economy of scale.
