Indiana funds schools through enrollment-based Tuition Support: a per-student Foundation amount plus Complexity funding that adds dollars for students receiving SNAP, TANF or foster services. The 2025 state budget raised total tuition support to about $9.4 billion in FY2026, folded textbook funding into the foundation amount, funded virtual students at the full foundation rate, and extended Choice Scholarship vouchers to all income levels.
