How Colorado funds schools

Colorado funds schools through its school-finance “total program” formula. Historically the Public School Finance Act of 1994 multiplied a statewide base per-pupil amount by factors for cost of living, size and at-risk students; the 2024 law HB24-1448 replaces it with a new additive formula (a base of about $8,496 in 2024–25 plus separate factors for at-risk students, English learners, special education, size, cost of living and locale), phasing in from 2025–26 over six years.
