How Alabama funds schools
The Foundation Program & the RAISE Act
Alabama funds schools through the Foundation Program — a resource-based formula that requires 10 mills of local property-tax effort — and, beginning in 2025–26, the new RAISE Act (SB 305, 2025) layers weighted “RAISE Fund” dollars on top for students in poverty (up to 20% of the base), special education (up to 25–150% by tier), English learners (up to 15–20%), gifted students (up to 5%) and charter students (up to 10%), with the amounts set each year in the Education Trust Fund budget.
Statewide, Alabama public schools draw about 56.5% of revenue from the state, 33.5% local and 10.0% federal (NEA, Rankings & Estimates 2026). Current figures are published by the Alabama State Department of Education.
